The Outcome
The project was successfully completed on time and within budget, restoring the building’s structural integrity and ensuring full compliance with Building Bye-Laws. Careful coordination and proactive site management delivered a safe, high-quality finish with minimal disruption. The property now benefits from a robust, long-term repair solution ready for continued use.
How we did it
The project began with detailed site investigations and crack monitoring to determine the full extent of required repairs. Our engineers produced underpinning, drainage, and superstructure repair drawings, accompanied by precise specifications and a full schedule of works. Health and Safety compliance was ensured from the outset through a CDM Risk Assessment in accordance with the Health & Safety (Management in Construction) (Jersey) Regulations 2016.
Once the scope was defined, we prepared and administered a full tender process using the JCT Minor Works form of contract — from issuing tender documents to evaluating bids and providing a clear recommendation for appointment.
Hartigan also managed the Building Bye-Law application, including all required drawings, specifications, and schedules.
During construction, we provided full contract management services, conducting regular site visits, progress meetings, valuations, and inspections through to certification of Practical Completion and release of retention.

The Challenge
The initial challenge proved to be uncovering the reasons for damage to the building’s superstructure. discrete trial holes revealed that ground had been washed out from under the building’s foundations due to a long-term leak from the water supply pipe. repairs to the building proved to be by a combination of underpinning to stabilise the building foundations and crack stitching to re-establish the integrity of cracked masonry walls.
Challenges during construction came from working both within the carriageway and inside the building with very little space available for the internal underpinning. partial replacement in conjunction with targeted sub-floor grouting was used to stabilise the ground floor concrete floors.
Regular liaison and meetings with all parties was necessary to keep the works on track and record any changes in detail or scope as the works progressed.
